NEW EU SHIPPING REGULATIONS
The EU’s latest import control system, ICS2, is set to introduce new requirements for transporters bringing cargo into
the EU. ICS2 is a security pre-arrival IT system made to process cargo information, support risk assessment and bolster
security and safety at the EU border.
When does ICS2 go into effect
Maritime carriers must connect with ICS2 between
June 3rd and December 4th, 2024.
Maritime house filers must connect between
December 4th, 2024, and April 1st, 2025.
Road and rail carriers must connect between April
1st and September 1st, 2025.
New ICS2 deadline for non-accompanied traffic on the Channel
Even if Un-accompanied traffic obviously falls in the
scope of the ICS2 “maritime batch”, Customs
decided that for this traffic, the ICS2 entry into force
will the same as the “road batch” (spring 2025).
What’s new with ICS2?
ICS2 will require you to submit more information
about your shipments prior to arrival at the EU
border. After assessing your information, the
authorities will either clear your cargo for entry,
request further information or deny it entry. If your
shipment information is not submitted on time, is
incomplete or inaccurate, your cargo will be stopped
at the border and not cleared by the customs
authority.
What does ICS2 mean for your business?
In short, ICS2 means you will have to provide more
information about your EU shipments in advance.
This means you will likely have to devote more time
and resources to ensure your declarations are
accurate and submitted on time.
